He waited patiently, watching the track that barely hovered over the surface of the water. Any minute now, a train would arrive carrying passengers willing to throw money at him for only the chance to see some rare sights and rare Pokemon. The prospect of something new, excited, even a little dangerous would always attract people with money to spend, Leo knew that. And so he waited for Minder's funding to arrive.
The president of the Minder party was excited to see a flow of income headed his way. Finally, they would no longer be a rag-tag group of freedom-fighters. Instead, they would finally be the force that would take power from the Besser Party and place it back in the hands it belonged to: the people's hands. They were paying for their power, but of course they didn't really know that. They were there for the adventure of a lifetime or some other nonsense. Minder would save Lyeant and soon the other regions as well from any remaining members of Team Immum, and only then would it back down. Leo would not stop until power was returned to the people, until it was out of the hands of the monsters who had once planned on destroying everything he held near and dear...
It was then that he saw it. A beautiful locomotive, seemingly gliding along the surface of the ocean, was headed his way. He prepared his little speech once again in his head as he watched it continue towards him. His thoughts flew to Arceus, his captive there on the Isle. If all his guests behaved, Arceus would not be found, of this he was sure. But it did worry him that not all humans in this world follow the rules as closely as he did. What if they found the great Pokemon and released it before Leo was able to prove to Arceus that he was powerful enough to save the world on his own? What would happen then?
The train came to a stop before him, so the Minder president shook his head of such thoughts and tried to look very official. His intimidating bodyguards were sure to emphasize the look he was going for, but he felt his posture needed a bit of help. So there he stood, a confident young man, ready to greet his very welcomed guests. The doors opened, and a flood of people came pouring out of the steel doors. They gathered on the platform in front of him. Leo took a deep breath, spread out his arms in a welcoming gesture, and spoke.
“Welcome to the Isle of Man! I, Leo Minucci, President of the Minder Party, am very pleased to have you all here today! Whether it was curiosity or your own sense of adventure that brought you here, we hope you enjoy your stay! While traveling with your trained guide is very safe, some areas of the Isle are off limits as the Pokemon here are still rather feral. For your safety and the safety of your Pokemon, we ask that all Pokemon and PokeBalls be deposited at your nearest PokeStation. Your Pokemon will be returned to you at the conclusion of your tour. This is merely a precaution so that the feral Pokemon here at the Isle of Man do not attack your Pokemon or yourselves should they feel threatened by them.” It was a lie. Leo knew that Pokemon could and would communicate with each other. Should the native creatures find Arceus, they would do anything they could to tell trained Pokemon of the beast's capture and have them lead their trainers to it to release it. Having trainers deposit their Pokemon was the only way to make money and still keep Arceus locked away.
“If we find you are in possession of any Pokemon, your own from home or any from the Isle of Man, you will be asked to leave the Isle, no refunds, and any Pokemon you captured here will be confiscated. Once again, this is done for your safety. If you would please deposit your Pokemon and PokeBalls and find your guides, you may begin your tour shortly. If you plan on staying for extended periods of time, do not worry! The Isle of Man has many accommodations for your extended stay. Please enjoy yourselves and remember to always stay with your guides. Thank you once again for visiting the Isle of Man!” And with that, Leo lowered his arms in a graceful bow, fully confident he had won over the crowd. He flashed a smile at his audience.
