A good leader sticks their claws into as many things as they possibly can, for variety's sake and security's sake. Should violent business fall apart with, say, Mr. Zerbini, it's nice to know that you can still fall back on Mr. Kittler to rake in mounds of dough. A good leader covers their tracks, leaving clues only for themselves and those under their rule, never for law enforcement or their enemies. A good leader spends time filling out paperwork and doing business, rather than curling up in a ball with a fuzzy blanket and hot coca to marathon the third season of Law & Order: Special Victims Unit. Of course, Roxanne Adkins was a woman who liked to defy set precedents and make people marvel at how she still managed to succeed beyond all others. A miracle woman, one of her most trusted underlings had called her once. She defies all logic. Being a little on the crazy side can do that to you. When Besser caught wind of the dragon woman snatching money and Pokemon out from under their noses, it was all according to plan. Of course they'd send someone to investigate eventually. She left tiny crumbs, but she knew better than to leave the whole cake sitting wide for them to take advantage of. Dealing with the mafia, as well, as a tricky problem, and they'd only send some of the best of the best to “get rid of the problem”. Weeding out the higher ups one by one would be tedious, but advantageous for Besser's fated downfall. A woman like her? All angles, teeth, horns, blood lust, and a loyal member of Minder? You don't let those types of people scurry around unwatched; they'll stab a knife through your back later when you're not quite looking. “ I'm expecting a guest,” she told her secretary – a baseless title, why did she even need a secretary? - taping her cane against the mahogany desk and let her tongue run over her first row of teeth. She was stationed at a temporary base, the one that she'd been purposely leading Besser to all along; leading them to headquarters would be a suicide mission, and do more harm than good. “ Make sure the guards out front are extra careful today; also, make sure they don't kill him or her. I want the honor of confronting out little Besser member myself!” Felix Kirsch

Black boots thudded quietly across the worn-out asphalt as a black and white-haired man made his way across the deserted city. What he saw looked like something you would see in a movie; a post-apocalyptic city shrouded in fog, only those brave enough running around in the shadows. Felix snorted to himself. As if that made any sense, there was no apocalypse. Yet. Those in Besser had been having a hard time from a group of Minder members as of late, and had tracked them to this very place. The whole thing seemed suspicious to him, but he did as he was told. They had sent out Felix, telling him that he was the best-fit for the situation, and that he was one of their strongest members. Was that supposed to flatter him? Nonetheless, he made his way to Old Veherna, and along the way had let out one of his Pokemon, Coal, to follow after him. He certainly couldn't fight off any enemies with his own Pokemon moves.
Coal snorted, a puff of smoke rising from his nostrils. "Why did they have to send you on such a mission?" The Houndoom grumbled. Felix looked at the Pokemon out of the corner of his eye. "And what exactly do you mean by that?" He inquired. Coal rolled his eyes. "Couldn't they have sent one of the lower members instead of an admin? Seems like a foolish order to me." The Pokemon grumbled. "If they had sent out a mere grunt, they would have been killed. This is rather dangerous territory we're entering. Besides, I've been tired of staying inside a building twenty-four hours a day." He said dryly. They continued walking until Felix saw a building that didn't look as run-down as the others, and sure enough, a couple guards were stationed at the entrance. Must be the place. The man quietly made his way over there, and when he got close the guards spotted him through the fog and pointed their guns at him. Felix couldn't help but chuckle, and his red eyes portrayed a little amusement. "Look, I'm not looking for any trouble. I would like to talk to the person in charge around here. Or else there will be some trouble." He told the guards with a sly smirk. Snapping his fingers, Coal began to snarl, targeting them for a Flamethrower if they tried anything.

Just as expected, it wasn't long before a figure turned up, making his way down the barren streets of a city long gone with a sole Pokemon by his side. Roxanne did not catch his initial arrival to the building, still returning to her room where security cameras would show her the entire exchange, but managed to hear the end of his statement. “ ... to talk to the person in charge here. Or else there will be some trouble.” The first of the two station guards looked rather unfazed by the Houndoom that growled at them both, the flames of a Flamethrower already spilling out from it's slightly ajar mouth. The other, however, visibly gulped. “ Oh my,” she chuckled, fingers drumming on what little empty space was left on the desk before her. “ I supposed I'll have to have a little talking to about the beauty of courage and masking one's emotions when this is all over, hm?” Talking to herself caused her to miss out on what one of the grunts said, but before she knew what was happening, the duel-hair-colored man was being led down the monochromatic walls of the old building, nothing more but silhouettes in a house of shadows. They really needed to work on the lighting in there. Not wanting to leave her awaited guest without his intended target for too much longer, she departed from her room with as much haste as she'd entered minutes before, hoping to catch them in the hall. Sure enough, three hallways and a face plant into a clear glass door in the dark later, the Salamence gijinka was greeted by three figures walking her way. The skittish member made a noise to let her know they were aware of her presence, and both made their way to the front of the building to return to their post. It was all in her hands now. “ Ah, good evening, good evening, Mr. - Hm... What was it again? Ah, yes, Mr. Kirsch! Why, what an honor to be in the presence of such an esteemed young man like yourself! An admin of Besser? Come to visit little ol' me? I hope this isn't for political fares, seeing as I am a humble member of Minder, myself, and our views on how these little “teams” springing up world wide are very much the opposite.” The raven-haired mafia leader flashed him a grin, three rows of razor sharp teeth glinting in the light of half-dead bulbs above. “ All of these hallways and men must look very suspicious to you, hm? I promise though, Felix – oh, my deepest apologizes, is it rude to imply that we are already on a first name basis? Feel free to call me Roxanne, even if you'd prefer for me to call you Mr. Kirsch. Roxie, in fact! Nicknames don't make enemies, after all, but friends! - there is nothing wrong taking place here. We're setting up for a charity walk coming up within the month and, my goodness, does work run late into the night!“ But enough of my ramblings, good sir. Is it alright of me to ask why I have been graced with the presence of a man so high in rank as yourself?” Felix Kirsch

Felix didn't have to wait long to get what he wanted. While the guard on the left (obviously more experienced) looked at his Houndoom without fear, the guard on the right visibly gulped, his eyes frightened. The elder guard looked at his companion, then back to Felix, and nodded. "Right this way." He muttered. The two guards led the gijinka and his Pokemon through the front doors and into the building. They walked in front of him, leaving their backs completely exposed. The black and white-haired man smirked. Either they believed that he wouldn't harm them, or they were really stupid. However, he wouldn't touch them. Felix wasn't after them, and they knew it. The man shoved his hands in his coat pockets and surveyed the building as they kept walking. Although a little run down, the building wasn't in entirely bad shape. The lights on the ceiling flickered dimly, as if they would burn out any minute. Sensing some tension from Coal, the man flashed his red eyes back to the guards in front of him, who abruptly stopped. In front of them stood a girl with pale gray skin and horns. The less experienced guard made a small noise, (indicating the girls presence, most likely) and the two then turned around and walked past Felix, heading back to the outside of the building. Coal growled softly next to the man, his eyes narrowed. "This girl isn't normal..." The Houndoom warned him. Felix snorted.
The girl immediately started talking, and Felix narrowed his eyes when she called him by his full name. So, she knew who he was, then? That didn't surprise him. She even knew of his position with Besser, and told him that she hoped their meeting wasn't about political matters. She then grinned at him, exposing a few rows of sharp, animal-like teeth. After watching her, the man had now confirmed with himself that this girl was a gijinka. He was surprised that she was so open about her Pokemon genetics. Most other gijinkas that he knew did everything they could to hide themselves. She was either very sure of herself, or just didn't care. The raven-haired girl called him Felix, and he gritted his teeth slightly. She then apologized for her "rudeness", and told him that he could call her Roxanne, or Roxie, even if he preferred to be called Mr. Kirsch. She told him that nicknames made friends, not enemies, and assured him that nothing of suspicion was taking place here, and told him of a "charity walk" that was coming up at the end of the month. She then asked why she had been graced with his presence.
Felix took his hands out of his pockets and cleared his throat. "Mr. Kirsch is just fine, thank you." He started, his red eyes studying her carefully. "As for the reason why I have been sent here, my higher-ups have noticed some money and priceless Pokemon going missing. They tracked the core of these events to this building, and ultimately to Minder." He told her, his face emotionless. "Although, I'm sure that Minder would never commit such crimes. Stealing such simple things is almost child-like." Felix said with a slight smile, his tone mocking. "As an admin of Besser, it is my job to return our stolen items. If you would be so kind, I would like to take our property back without a fight. However, if push comes to shove, I may have to get physical." Felix notified Roxanne, his slight smile turning into an evil grin. It had been a long time since he'd been honored to shed some enemy blood, and he wouldn't be afraid to hurt this girl. She was, after all, an enemy, right?

There was something about the way the Besser admin jumped straight to the point that she found utterly hilarious. He'd just stood there, face blank, Houndoom equally as unfazed – the way it had pointed out the blatantly obvious fact that she “wasn't normal” was almost as laughable – as she spewed nonsense at him in a torrent most found to be incomprehensible was certainly a change of pace from the usual. If she wasn't saying way too much way too fast, her accent and terminology almost always seemed to catch the unlucky person off guard. Gawking faces and speechlessness were the norm; now it was the stoic who took it all in stride that amused her, generally because it was a clear indication of a ruse or an emotional mask. As for whether or not the same held true for the man standing before her now had yet to be seen, however. It was highly unlikely he had ever or would ever once again encounter someone of her nature, but if he really was completely unperturbed by her antics, all the laughter she was keeping from spilling past her lips would probably turn into disbelief of her own. For now, though, Roxanne had to deal with a particular gijinka who could be posing a very large threat in the near future if she didn't play her cards right. The truth was, she was living on borrowed land, borrowed time, and borrowed resources. The “mafia” she held control over now was nothing but an echo of what she hoped to achieve in the future; the members were few, and she had thanked the dragon gods for sending her at least a few skilled workers that had agreed to work under her. Once she had torrented enough funds and Pocket Monsters from Besser, she intended to break off her little group and keep all the goods for herself; the whole gang and her intentional run-in with the Besser administration was simply to get her prepared for the actual scene when she wasn't a gosh darned teenager. When that time came, it would be with Meryik at her side - … or far away, one can only handle so much stupidity, after all – and with the experience of taking down an empire under her belt. And it all started with this man. There was no need to mask her operations as some “charity walk”, especially not with guards posted literally outside the King of Dragon's front door. The night would end with a battle between them both, anyway, and as must as she loved to monologue to herself, she'd have to make it quick if she wanted to have his body buried before daylight bathed the land. " Mr. Kirsch is just fine, thank you. As for the reason why I have been sent here, my higher-ups have noticed some money and priceless Pokemon going missing. They tracked the core of these events to this building, and ultimately to Minder. Although, I'm sure that Minder would nevercommit such crimes. Stealing such simple things is almost child-like." The snark that laced his tone had Roxie's impression of him shooting from amusing to irritating in point three seconds flat. Her lips never stopped pulling upward, but the grin most certainly tightened as tooth ground against tooth. “ Bloody Distortion World,” she hissed audibly, “ if I'd known they'd be sending me such a tart, I'd have stayed in my office. I'm running a charity walk here, Mr. Kirsch, whatever would I need money and Pokemon? If you hadn't noticed, I think I've got plenty of Pokemon just counting the high and mighty me.” Admiring a nail that she's chewed to a stump with a feigned bored expression, she added, “ If they're such “simple” things, too, why did you call them 'priceless Pokemon' before?” Felix went on to say with a smile that could only be labeled as maniacal, “ As an admin of Besser, it is my job to return our stolen items. If you would be so kind, I would like to take our property back without a fight. However, if push comes to shove, I might have to get physical.” Oh, cute, the puppy had teeth. Unluckily for him, she had three rows of them. “ I'm sorry, but I think your princess is in another castle. We're running a charity walk here, not to mention drinking ourselves silly on tea, and if my spiced chai gets to being lukewarm because of your monopolizing my time, I'm afraid I'm the one who will have to get physical.” Salamence wings, folded tight against her back under her coat expanded at this moment, effectively ripping two holes into the back of the aforementioned article of clothing; for added emphasis, as well, she started off a Dragon Claw attack, the faint red glow of four massive claws surrounding her outstretched hands brighter than the lights above. “ And I don't think you want that.” Felix Kirsch
